Note that this is a draft. Contact me if you see something strange, or want a change. It will NOT be considered an amendment until this Charter is finalized.

Article I: Citizenship

A - Application - To be accepted into The Hernaz Elite, the player must meet the following requirements:
1) Each possible member must apply to The Hernaz Empire in-game, and on the forums.
2) All possible members must be in good standing with other alliances in the game, or have special permission from the President or Generals.
B - Citizenship - After the player is approved, they must treat everyone with respect in the name of the Hernaz Elite. They must NOT leave the alliance without a formal notice 7 days beforehand.
- If necessary the President, General or a 2/3 majority vote of the government may remove a member from the Alliance. Anyone may propose to remove a member.

Article II: War
- Only the President and General may declare war on an alliance and they must have at least half the Officers supporting them.
- In the thread announcing the offensive war, there must be a well considered reason for going to war explained
- Players under the Hernaz Elite alliance may not go to war, under any circumstances, unless they have permission from government.

Article III: Government
- President -- The President rules the alliance and has the power to do almost anything. They can call for a vote if they do not know whether or not to do something. This vote will be among government, and must have a 2/3 vote to pass. The President has the power to over rule any decision. The President has finally say in any issue that may present itself. The President is responsible for guiding the alliance in the right direction.

- Generals -- There are two (2) Generals. They are responsible for running the alliance while the President is away, and to aid the President while he/she is active. A General may propose something in the absence of the President. The proposel must pass a 2/3 vote among the government members. They do NOT have the power to remove the president, but may call for a vote to do so. The Generals are basically, one step below the President in terms of power.

--- Officers---
-- Foreign Affairs -- The FAO is responsible for keeping diplomatic relations with other alliances. They can ask anyone to be a diplomat to another alliance. The FAO may propose treaties that must be passed by a 2/3 vote. The FAO is responsible for making sure other alliances' embassies are active. Inactive embassies (30 days without a post by the alliance's diplomat.) should be contacted to stay active, or have the embassy deleted. An alliance may set up another in the case of deletion.

-- Internal Affairs -- The IAO is responsible for anything within the alliance. They must keep a roster of current members that is updated at least once a month. They are responsible for cleaning the forums and keeping offensive material off the forums. They also are the main recruiter, but may appoint anyone to help them.

-- Officer of Defense -- The OoD is responsible for maintaining the defense of the alliance. If someone is attacked, they must get aid into that empire and try to end the conflict diplomatically. If peace talks have no impact within 48 hours, or heavy damage is being inflicted, they must assemble a counter-offensive. In the event of an alliance-wide war, they must organize counter-offensives.

-- Officer of War Coordination -- The OoWC is responsible for organizing attacks on alliances in the event of an offensive war. The OoWC must also help the OoD with counter-offensives.

-- Economics Officer -- The EO is responsible for setting up aid systems and helping players get their aid. If a player of HE is attacked, the EO must get someone to send aid to the attacked player. The EO must also make guides for a strong economy.

- All officers are expected to be respectful to anyone within, or outside the alliance, and receive respect back for this.

Article IV: Amendments
- This Charter may be amended in several ways, an amendment from the President, General, or 2/3 of the Officers
- The President or Generals may propose an amendment at anytime changing the contents of this Charter
- The Officers may vote for a change to this Charter
- Any member may propose a change to the Charter. At least two Officers must agree with the change to have it be voted on.
